Phnom Penh, August 4, 2025 — His Majesty King Norodom Sihamoni has issued an official royal letter explicitly granting Samdech Techo Hun Sen, the current Senate President of Cambodia and a general with a five-star rank, the authority to work closely with Prime Minister Hun Manet on issues related to national security, including military affairs, sovereignty, and territorial integrity.

The royal letter states that Samdech Techo Hun Sen, who also serves as the Chairman of His Majesty’s Personal Advisors, is authorized to liaise directly with Prime Minister Hun Manet. This document confirms his role in supporting Cambodia’s national defense and sovereignty, further reinforcing his responsibilities in these critical areas.

The message accompanying the royal letter emphasizes the bravery and heroism of Cambodian heroes who fought to defend the nation. It highlights the strong unity of the Cambodian people under the leadership of the Royal Government, with particular recognition of Samdech Techo Hun Sen’s contributions across military, diplomatic, political, and legal fields in safeguarding Cambodia’s independence and territorial integrity.

Following the issuance of the royal letter, Samdech Techo Hun Sen addressed recent media reports and comments circulating on social media. He stated:

"This morning, a Thai newspaper reported that some people in Bangkok said that I violated the Cambodian constitution because I participated in commanding the army. No need to wonder, let alone that I am the leader of the country. Even if I am a citizen, I have the right to fight the invaders of my country."

He further explained, “For commanding the army, please see the Royal Message of the King of Cambodia, which further clarifies my work that I have been doing and will continue to do in the army."

Samdech Techo Hun Sen asked, “Why are you all afraid of me joining the army to the point of making comments that interfere in Cambodia’s internal affairs?

He emphasized, “Please do not forget that I am a General with a rank of five gold stars and the Head of the Royal Highness's Personal Advisor, responsible for assisting the King in national affairs, including military affairs.

He also reassured the public, saying, “However, I do not violate the Prime Minister's duties. With over 38 years of experience as Prime Minister, I have more experience than you, and in Cambodia, there is no power struggle between the government and the army. Please trust in my ability to contribute to helping the government in military affairs."

This statement underscores Samdech Techo Hun Sen’s view that his role in military matters is lawful and supported by the royal authorization, reinforcing his commitment to national security duties.
